Lightroom does not apply (or emulate) Pic Style because it cannot read it. They simply refuse (for some reason) to use the info. A Canon RAW file specifies, in the EXIF metadata, what pic style setting was when the picture was taken. In fact, CR2 not only identifies the selected pic style, but it also specifies what the constituent settings were (+1 sharp, 0 contrast, etc.) of ALL of the stored styles (i.e. Standard, Portrait, Faithfull, Land, User Def 1, etc.) regardless of whether it was selected or not. None of this is encrypted: it is just as easy to read as the exposure setting or focal length.

1. LR of necessity uses different camera profiles. Canon's profiles are made using data that Canon has regarding multiple factors such as the chromatic response curves of the sensor's silicon substratum, the transmission band widths of the micro-filters, etc. It has that data because it manufactures the parts to those specifications. Adobe does not have that information; they can only test a model of a camera (a single model) by shooting a test target and measuring the deviations from the known values and on that basis creating a profile. A couple years ago a huge amount of work was done by Adobe's Eric Chan to modify the basic profiles in order to emulate the major brands' Picture Styles and the resulting DNG Camera Profiles are bundled with LR and ACR but they can never be exactly as the makers' profiles. Moreover, they are no more than profiles while Picture Styles consist of profiles plus a set of preset processing parameters. In LR you have to set your own parameters (thank God!).
2. Even if LR were to read those parameters from the metadata of Canon files (and those of Nikon, Sony, Olympic, Pentax, etc., etc.) what would it do with them? What would a setting of +1 Sharpness mean to LR whose default sharpening is 25/1/25/0? Could Adobe techs examine the effects of every possible setting in every possible camera and draw up a mile long list of roughly equivalent LR settings to be automatically applied? Sure they could, with enough techies and enough time and enough money. Would the investment be profitable? Extremely doubtful. And LR is already a huge application while PSCS many times bigger. Would you want all that additional programming occupying space on your hard disk?
